選委會有助落實愛國者治港

政府昨日正式公佈《2021年完善選舉制度（綜合修訂）條例草案》，今日提交立法會首讀、二讀。是次修例重點之一，是重新構建選舉委員會。由民建聯成員林琳主持的《談變革 論香港》對談節目，今集邀請到基本法委員會副主任譚惠珠、立法會議員張國鈞擔任嘉賓，分析選委會如何幫助香港落實愛國者治港。
譚惠珠在節目中表示，香港自回歸後至去年6月，一直沒有立國安法，加上國民教育闕如，公職人員宣誓的忠誠與執行法律不完全，選舉制度亦未能落實以愛國者為主體來管治香港。為避免再次發生2019、2020年的動亂，「我們先有國安法，然後人大在宣誓方面作出決定，褫奪某些議員的資格，這個鐵三角的最後一角，就是完善選舉制度。」
在完善選舉制度下，選委會可提名及選舉行政長官，可提名及選舉40名立法會議員，並且可提名餘下50名立法會議員。譚惠珠指出，選委會成員全部都要通過資格審查委員會審查，在國安和宣誓方面符合法律，他們本身是愛國愛港的人，所以提名及選舉出來的人應該都是愛國愛港的。她又認為，要落實行政主導，立法會就需要有某數目的議員與行政長官由同一源頭產生，這樣才可以幫助香港解決深層次矛盾，將一國兩制納回正軌。
張國鈞表示，過去數年在立法會感受甚深，「政策一去到議會就會變成政治議題」，一些有內地元素的法案，亦令審議進度寸步難行，具體例子包括高鐵、皇崗口岸一地兩檢、國歌法等，皆因議會內有一群忽略一國兩制的議員。他認為，現行選委會能有助落實愛國者治港，未來全面做實事，解決香港問題。
選委會召集人的職責，引起外界不少猜測，譚惠珠認為，若5年內需要就行政長官進行補選，便需要召集人出來召集選委會，加上新一屆選委會的職務比過往多，召集人可擔當班長角色，這樣對選委會的運作也有幫助。至於由誰來擔任召集人一職，譚惠珠笑言「沒有貼士」。
